The large majority of birds do not have penises, they actually have the ability to move certain parts of their (for lack of a better word) intestines, essentially they're tracts used for urinary, sperm and egg purposes outside of their body and hold them together, allowing sperm to pass into the female. Certain larger birds however do have penises, most notably the duck. Male ducks have evolved over the years to have incredibly strong, agile and flexible penises that are essentially designed for the purpose of raping unwilling females, who have evolved in response to counter this rape against males they do not wish to breed with.
And that's not even the strangest penis in the animal kingdom.
